Sure you can pull that much vacuum at 11-1200 rpm. That's like having your foot on the gas pedal from 850 rpm. I think we are at stock 850 rpm and 280s would be lucky to have 10-12 register for a vacuum reading. I am running HKS 274/278 and at 107 LC and pull 15-17 at 850rpm.
