Will the clutch always be spinning? (the outside most part of the assemble is always spinning)

For all intents and purposes, if there is a differential between high and low side, then that means the compressor is operating. At 65f your high side pressure is way too high at 250. Low side pressure seems good at about 25, high side should be reading closer to 135-160psi. You might have let out a little bit too much gas while doing that.


Did this just start happening randomly? Or did a component in the system fail, then you re-gassed and now you're here?

Check the accumulator sight glass while the car is at operating temp and the AC is on. Are there bubbles in the sight glass? If there are, you are low on refrigerant.

I would advise that you have the system fully evacuated to ensure that there is no air in there, first of all. Air in the system will result in standard operating pressures but warm air. Secondly, after evacuating, refill the system by WEIGHT, not by pressures.

iirc our AC systems hold approx 550g of r134a +- about 30g i think.

Troubleshooting an expansion valve is a pain in the ***, in my experience. But I don't think that's your issue here.

FWIW: I am not a HVAC tech, i just do my own AC on my vehicle and my friends/family. Consult a professional for proper diagnosis.

The pulley on the outside spins anytime the engine is running. The center of the pulley only spins when the clutch is engaged.

Sounds like you have moisture in the system. A new receiver drier and vacuum the system for 30-40 min and charge to the proper weight and recheck from there. Seems like a waste of time to do anything else ar this point till that procedure is done. I do work on ac as part of my job if that helps.
