Car feels WEAK (E85 400whp/wtq 30 psi) - PLEASE HELP!!!
I agree with the pulling timing theory. They probably set your cel knock count to high. It could be fuel related. I know my station goes from e65 to e85 throughout the summer according to my flex fuel gauge. I would test the fuel instead of assuming its good to go.
I would also pull the injectors and look for build up of the black goo substance on the under side of the injectors and clean them appropriately. Pull the fuel pump unit and run some brake clean through the filer section and watch the black **** run out.
But regardless if its running lean on a ****ty e85 mix you would have your above symptoms. what is it at for AFR's under WOT? I'm assuming the shops checked for fuel pressure raising at a 1:1 ratio under a properly set base psi.

Update - I took the car to FFTEC. They rechecked for a boost leak, performed a compression test, checked the turbo, etc., and everything turned out to be normal. They then did some data logging and the dyno results are identical to the old dyno they had for my baseline e85 tune (this was the tune before I had them advance 1-2 degree timing)...except it showed 15-20 hp less than before which they said can be due to weather, temperature, etc.
Anyway, at this point no one knows what's wrong with the car. Regardless of what the dyno says the car simply isn't pulling as hard as it used to off the line. I know my car and I can say with 100% confidence that there is something definitely going on. The car just doesn't have the aggressive nature it had before and is lacking significant noticeable power low end (off the line).
Before I'd step on the gas 1/4 throttle and it would spool very aggressively ~2500 rpm onward and would just violently throw you back and spin the tires in 1-2-3rd gear. Now I'm literally flooring it in every gear and it feels very numb. It it isn't pulling as hard as it used to. I don't know what's wrong and neither can any of the shops figure it out.
At this point I've just decided to give up because I don't know what else to do. The car stills runs but it's lacking that instant torque it used to have low end. Maybe if any of you know what might be going on or what else to inspect please let me know.

Sounds like you got used to the power if the dyno plot is nearly the same. Plus 400whp doesn't feel all that fast after a week of driving from my personal experience. Just keep logging away until you find any kinks in your system.
People have already mentioned it but I would have to side with you getting use to the power. Same thing happened to me in my Subie (i know its a completely different car). Added a bigger turbo and after a week of being amazed with the power increase the car felt slow and I got use to it
which is why I'm selling it and switching to an Evo. Post before and after graphs. If every thing mechanically checks out and the power numbers are relatively the same, it has to be you getting use to the power.

Guys I know all of you are thinking it's just in my head but trust me it's not. The car is not a daily driver. I drive it like once every 2 weeks, therefore, such a major change is definitely noticeable.
I also let 2 of my friends drive the car and they both brought up (completely on their own) that the car doesn't boost as hard as it used to. They both asked if I was running a different tune because before the pick-up/acceleration was much, much more powerful. The car would violently throw you back soon as the turbo spooled. Now it's just kind of linear in it's power delivery..Almost as if the turbo went "numb" or something.
Here I found videos of exactly how my car used to spool up. Take a look at the way this guy's turbo spools then pushes the car back..That's how mine used to be. Maybe it will clarify what I'm trying to explain
