Is it worth buying a rebuilt title?
Now for the big reason why im not comfortable purchasing it (though I really want a yellow Evo and it's fairly cheap) is that when I asked him if he launched/tracked it he openly told me he did. He went on sending me a video of him doing multiple launches on the cat the night he got it tuned....as a buyer, that was a red flag to stay away but the devil says otherwise. Also, he said the transmission has a whine in 1st and 2nd gear. I don't know if it's the T case whine of death but again I'm not super knowledgeable on evos. What do you guys think?

The mod list is cause for concern. He obviously wasn't too worried about the quality of parts he put on the car (I.E. stock turbo > chinese crap). That alone would worry me, but people that don't care what they put on the car don't usually care about other important things either. Example: If the car were tuned properly, there would be no CEL for the rear O2, etc.
Personally, I'd find a car from a more responsible owner. It sounds like this guy may have taken too many shortcuts.

As long as there’s no major damage on the car, rebuilt title can be a great deal. And I hope you’re planning to keep it for a long time, because it’s forsure going to decrease the resale value. Either that, wait for a clean titled ones around. Good luck bud!
Another thing to consider with salvage or rebuilt is insurance. Most companies will only pay salvage value on a total loss based on their calculations, which won't be a lot. Some insurance companies won't even do full coverage on rebuilt cars either. That's the biggest thing that deterred me. Otherwise I don't mind salvage/rebuilt as long as it was done right.
Keep looking. I've been "looking" on and off for years for an Evo. Never had the funds put together at the right time. Started actively looking back in May last year with funds lined up and it took me until October to find the right one. I still look every day and overall feel good about my decision still. Nothing else has popped up that would have been a better deal I don't think.
