If you live in California, insurance companies are catching on to the Montana LLC. I had three major insurance carriers and one lesser known carrier refuse to ensure my car because it was registered at that specific address. The information is out, they know That it is a law office.
I ended up selling the car and buying something newer, that passes smog, and is still faster.
I honestly thought I would be bummed and, frankly, slightly depressed. Turns out it was a great move. The new car is amazing. I also bought a classic, so obviously have no issues with that one.
Good look, y'all. I'm too old to be dealing with CARB crap. No, I just enjoyed driving my cars.
When I lived in SoCal (2015-2018) and when I first moved there I had my car registered in Texas and had a Kansas drivers license never had a problem. My insurance agent told me though I needed to get California underwritten insurance or they would drop my policy which was a Kansas policy on account of going to school in Texas then moving to California. California is a pain in the *** state and among other things why I will never live there again. Since moving out of California I have been able to enjoy my cars everywhere else I have lived without worry of emissions and anything else that is deemed illegal in California.

It balances out. California is the most fun state I've ever lived. Every weekend, I have something to do. I can't tell you how many times I've had lunch on the beach. My happy place LOL
If I have to own a newer car so that it is still fast while passing smog, so be it. Definitely worth the price of admission.
I did a google search and found these threads. I am guessing but your rom most likely had a working force pass for smog monitor readiness. When it got retuned the tuner didnt keep the settings correct or they changed somehow.
Check out post #219 and see if your settings are matching that picture. Those settings are incorrect since there are some monitors for systems that are not used in the USDM evo. https://www.evolutionm.net/forums/ec...mrfred-15.html

The way I see it, California is waging war on the car community (on their ppl too, but thats a topic for another day). I bought my RX7 in Santa Maria and spent a week there with friends before leaving...Southern California is undoubtedly a remarkable place to live.
However, I got hassled 4 times in 7 days by police (3 traffic stops and 1 "I need to inspect your vehicle" while in a parking lot)...something that has NEVER happened ANYWHERE I have ever lived. And I don't need to talk about the cost of fuel. As beautiful as it may be, I am not jealous.
Since I moved to my new tuner build in 2015 I've never had any issues with passing inspections in NJ.... as long as it doesnt throw a CEL its no issue.

I got out of the game of having to mess with all of this. Decided to move to something that's just as fast or faster and is 100% legal.
I don't miss my Evo as much as I thought I would.
....and I still get to live in California, happily. Win/win.
I drove along Pacific Coast highway the day I bought my most recent acquisition. Wouldn't trade it for anything.
All three of the cars I've purchased since selling the Evo have been 100% more enjoyable, partly due to never worrying about smog issues again. One is exempt, the other two pass with flying colors.
I'm too old to be messing with this game of sneaking around the smog ref lol I will leave that up to you guys. Keep fighting the fight.
Anyone know if a 4G63 2.2 can run on a stock rom? A 4G64 2.4 can't.
Yes, it can run it and it will pass smog. A 2.3L will as well. Just stay out of boost when you're using it. In CA, once every single visible smog part is back to stock, you'll need the oem tune from Mitsubishi and it will pass. It's a long story, but you can still fail CA smog by flashing the open source stock rom for your car. No engine swap needed to pass smog. If you get the state ref notice like I did two years ago, be prepared to fight them. They didn't have the correct stock 9 catalytic converter drawings in their outdated system. The one with the mid-bed o2 sensor.

Indeed. It's area specific, but the police here are outrageously predatorial with cars. Like pigs in ****. While there is more to life than cars, many of us Californians would have left long ago due to other ridiculous issues if it wasn't for leaving our families behind. The weather, food, and people are generally beautiful, but the laws, taxes, and cost of living are infernal.

I just got the two year smog needed on my registration renewal last week. Spent four hours yesterday and four hours today going back to stock. Everything from cams to cat lol. I'm not ready to throw in the towel yet

That makes sense. I feel like every fighter reaches a breaking point. When it no longer financially makes sense, and the alternatives are what California has to offer, its hard to argue. I still have a lot of fight left in me though, whether it be for the toxicity trying to ruin the culture from within, or whatever is coming down the pipeline in regards to future legislation. Gotta keep fighting just long enough for my kids to pick up my sword. I do appreciate you for sticking around however. Your knowledge and experience is invaluable.
