Turn signal hyper blink

So I have halogens in the front and rear turn signals and they all work. The only LEDs I have are in the cluster right now . When I hit the turn signal right or left, I’ll get normal blinking and it’ll change to hyper blink. Would the led cluster bulbs cause this or is there something else?

So it starts normal and then switches to faster blinking?
When it makes the change, all the exterior blinkers still work?

It switches to fast blinking because the current draw is below the threshold. When I built my handmade LED headlights, tail lights (and everything else) I wired in variable 50 watt resistor and slowly decreased the resistance in parallel with the circuit until the hyper flash stopped. The value was right around 5.5 ohms for me. I bought the appropriate resistors and put them in fixing the issue permanently.

the exteriors lights blink slowly just like the cluster and are still working when blinking fast.

if I change the turn signal bulbs in the cluster back to halogen, that’ll solve the issue?
