I have a mivec head that is making a noise. It started happened after installing kiggly hla. Does the hla come pre-adjusted from factory? Has it worn out the bearings in the vct due to lack of oil? And do I just replace the vct gear and it’ll be okay?

 

The HLA regulator doesn't control oil flow to the mivec gear. It only regulates oil pressure to the HLA's (lifters).
