What do you want? If you want to be faster in the twisties, on the autocross, or at the track, the answer I'd give is:

$500 driving school, five times.

Improving the driver is usually the most effective at improving times. On the other hand, if you just want to spend money and want reliable power, going with Vishnu or Works and their staged upgrades would be a good way to go.

I'm more frustrated that I can't drive the car at even 8/10ths without risking losing my license. I might work on making it slower between Autocrosses!

Are you used to type with first letter uppercase?

Anyway, assuming that you will control boost by UTEC (but you may still need an MBC since UTEC may not control boost as good), cams, fuel-pump will be good. Make sure you got all those before tuning UTEC. You'll need at least a boost gauge to know what's the hell your car is running.

You don't need all that to beat an STI. If you race on the street, too many factors like did you race, he races? Did you hesitate due to scaring to get caugh? Who start first...? Take it to the drag and you'll get a relatively fair race. STIs don't run too good at the track that I went to. Most of them slower than EVOs.
