correct. blower relay is only active when ignition is in the "on" position

fan speed is controlled by the AC ecu on jdm blower

I could be missing some items from the list, but that's just what I've discovered so far using a known (and trusted) resource for parts here in the US. I suppose the rest may need to be sourced outside of the US or you may just need to find the right part number and then locate the part(s) on MP.net.

Of these numbers is there a part number for the part that has a clip that holds the cable in place?

The cable that is connected to the temperature knob. The knob on the left side. The knob operates the cable which turns the little "gears"

You're asking about a part that's on the manual HVAC controls, correct? I don't think there's an actual part number for that clip, best bet is to look for Lancers or Outlanders in junk yards and source from there.
