what is the best rain tire for the track with a treadwear 140 or higher?
im guessing a tire with decent tread depth and softer sidewalls than for the dry.
for example, KDW's or T1-R's?????
i guess there is also factors such as a little rain compared to downpour (with large amounts of standing water?)

What's the goal? Are you just driving an HPDE/lapping? Or is this for sanctioned competition IE W2W or TT?
And yes there are levels of wet. Misting/moist surface, constant rain/pooling-rooster tails, downpours/flooding and pooling at which point the track is closed for DE and or race at least usually suspended.
Imo for a wet session of DE I just run full tread depth OEM/street tires or equivelant. DE's are not timed and you can actually learn quite a bit in the wet on street tires and I find the usefulness and cost of Wet R compounds just silly.
Timed events or real wheel to wheel, you can either run full tread depth R compounds like the RA1 or Kumho V700 as an intermediate or when it's seriously wet the Hoosier Wet radial. But just keep in mind the limits of both, the full tread R comp tire will be limited but still stickier than a street tire and the Wet R compound will require water or it will degrade prematurely.

i was thinking of the redline time attack street class rules where they require the 140 treadwear and up tires.
i was wondering if people changed to a different tire if it rained, or stayed with whatever they used and took tire pressure out.
i thought the stock advan a046's felt like driving on ice (w/o hydroplaning) when it rained a lot in the winter, maybe the tire pressure change wouldve helped but pressure shouldnt have been too high at the time. suspension was stock too.

Good advice by Mr Chef .... again it depends on how much water is on the track, a good rain tire with a well designed tread pattern is a good choice eg: Goodyear Eagle F1.
There are a few other tires with very good dry handling eg: Yokohama Advan Neovas and Hankook RS2 Z212 that have well designed tread pattern for the wet.
