Evo X wont crank after engine swap

So Chet Rickerman just put in my new 2.3 motor. Got it all in, he flashed tephra v3, and went to crank the car to prime the oil, and nothing. You can hear the fuel pump going, but the starter didnt move. Chet got down there with a volt meter and he stated it has the 12v constant power, but there doesnt seem to be any power to the trigger wire when I turned the key. The battery was on a trickle charger for like 6 hours, during the engine install, and reads a good 12v. He was even pushing on the clutch switch, so its not a switch adjustment needed. The only other thing is that both fast keys are dead, and I checked all of the under-hood fuses and they are all good. He also swapped out the starter relay. We ran out of time and he had to head home, so I had to take my beater to work today. Anyone have any idea of where to start?

I am going to assume he plugged in everything and installed everything correctly, so after googling, I made a list of things to try when I get home:

Take electrical cleaner and clean off the ecu plugs and look for bent pins.

reset the ECU.

reflash the ECU.

flash back the stock map.

replace the fast key batteries.

make sure the clutch safety switch is depressed when the clutch petal is pushed down.

pull the starter relay from the fuse box and make sure it is getting power when the key is turned. otherwise it is a ecu problem.

jump the starter from the positive fusible link.

recheck all the fuses. especially #22

scan for codes.

Im hoping its just an immobilizer issue from a bad flash of the tune.

Anything else I should look into?

The problem was that the fast key batteries were dead. I guess it was an immobilizer problem. Put in new fast key batteries. Hit the unlock on the fast key. Then it started right up.
