I have an 08 GSR stock with CAI. Im a noob when it comes to turbos. when i go wot at 65 mph my boost gauge reads like this.... it peaks at 25 then falls to 22 then to 27 then to 23 and creep to 25 psi. Is this normal? I have an electronic pro sport boost gauge. This is the first time i have noticed this, the temperature outside was 50 degrees.

Are you sure that someone didn't mess with the boost pills / lines? Have you owned the car since it was new?
If so, I would take it in to the dealer and ask them to have a look. Sounds like a legitimate claim to me.... Stock boost should hit ~20psi and be very smooth.

Your boost gauge may be off - stock cars typically will hit 22-23 psi, but it might be higher in fifth gear (I haven't logged that). The boost fluctuation may be due to error correction kicking in if you're hitting higher than expected loads.
Maybe the problem is that you went WOT in 5th gear at 65 mph.
Try down shifting next time. Super high loads during spool will cause the turbo to surge in high gears. Simple answer is don't do it.

I have also down shifted to 4th gear and it spiked to 28psi and dropped around 23ps.
So should i take this to the dealer or get a cobb ap?

Creep is when you hit your boost of say 20psi, it begins to taper like normal, then it begins to go back up. Yours seems like its all over the place lol. Take it to the dealer, see if they can fix it. If not, go from there.
Sounds pretty normal to me. It's the boost correction doing it's thing. It's trying to hit a target, over shoots, over corrects and goes too low, recorrects and overshoots a bit again, etc. until it finally settles down.
The relatively cold weather just causes the situation to be worse as the turbo spools faster, and the computer is too slow to react.
The boost should start to taper down after 4k rpms though. Should only be like 13-14psi at redline.

It shouldn't be hitting 28psi on the stock tune ever, most I've seen is about 24psi for stock tuned cars. You sure you've got a good boost source? Are you getting a p1235? Like others said probably not a good idea to go WOT at 65 in 5th, you can be in 3rd safely and downshift at that point. Check for the most up to date dealer reflash and see if that helps and definitely check your boost gauge/boost source because I doubt it's actually hitting that many psi.
EDIT: also it won't be holding 23psi to redline for sure with nothing but an intake...maybe with a WGA and it tuned closer to 30psi it might hold 23 at 7k

The readings do depend on where you tap for the signal of course. If it's coming straight off the compressor outlet as opposed to the intake manifold, then it'll read about 3 psi higher.
The boost should settle at about 21-22psi at the manifold, so a reading of 25 that the OP is getting would make sense if it's at the compressor outlet of the turbo.
