Judging the engine condition - speed - capability - reliability by peak hp numbers only, is a very rookie mistake.
Peak hp can be very miss leading, in many times that is a case really. Just look up the blown engine threads..
Many happens because hunting for higher peak numbers, of course that is because the best advertising tool for a so called "tuners". Look i can make 3 hp more.. enhance my point, the Mustang -Dyno Dinamics etc vs dyno jet threads... lol
I dont know that engine you are talking about though. Would be intersting to know the whole story behind it.
My case is different because i have to run a restricted car. But here is one interesting point what my tuner said when he was here last time about higher numbers.
He made a comment about peak boost numbers. He said it is interesting even today the tuners he met so far or saw in the tuned ECU's, in the USA, solution for more power is more boost. And he said many times that is not a solution really. Specially on stock or stockish turbos.
So my point is, also even engine power cant be determent by peak Boost numbers only.

i picked GEMS because your first 3 point. The 4th is true on all racing ECU's 
Also the GEMS has a very good ACD plug and play unit too. Doesnt need ANY modification or fabrication. Also both GEMS does look like an OEM unit. It is a direct swap both case.
I got a tuner from EU to tune it professionally, the car runs like a champ now.
The only bad thing is about GEMS you do really need a pro to tune it. MOTEC is a lot easier to tune. Since they focusing on club level racing too, so it is designed for easier tuning. Perhaps you can even download maps for it.
GEMS usually used by pros only since it is harder to tune (doesnt even come in a gold case, no bling factor
), but the other side of the coin, you get a real pro tune because of the difficulty of the unit to tune it right.
You can pick Pectel that is a same story, a bit harder to tune.
Pectel also a Plug and play unit, but more expensive. The give back Pectel today the best ECU out there.
You also can buy Cosworth ECU (which is made by pectel ) but that is still more money then GEMS, designed for club level or motorsport enthusiast.
Easier tune then Pectel or GEMS, but both of them is a better unit for racing.
