What do you think it could be on the intake that is making me over boost?
So with an intake only and a stock tune, your car is holding to 23 psi by redline? Really!!! I have tested/logged almost all intakes known to man on the Evo X and I have yet to find one that holds boost to 23 psi by redline. Are you logging the boost or simply eyeballing a gauge?

I have never seen one maintain 23psi on a stock tune....hell even tuned that's almost impossible.

im eyeballing....its not holding 23 allllll the way to redline...and p.s. for me this is a bad thing. All that i have on my car right now is a boost gauge and an aftermarket intake! why would my car be doing this??? sometimes is spikes to like 27psi!

The intake price will sadly not everytime equals with liability - performance - quality or either one...
You need a lot more to hold 23 psi longer then only intake and "tune". First of i beilve you should get a tune and get rid of that Z-chip. As i said with the cobb you can go back easy for the stock map and the same time you can get your car custom tuned with a pro tuner. So you will have TWo map or more example for race gas to play with and switch around.
You boos t level can be off , not all gauges created equal. When you will get a tune then a tuner will show your max boost on your gauge. Remember that or mark it, and if you will boost over after you left a building , then you should worry.
Other wise no need to worrry, those numbers can be off as they are usual...

There is no magic number of too much boost that will cause a problem, but it can be a sign of another problem.

If the car isn't knocking there really isn't a problem. If you acquire some way to log you can log boost up to 30psi to see actual boost AND see if you are getting any knock.

Sounds like your boost gauge does not read correctly and/or your intake system changed some vacuum lines that suck too much reference away from the BCS bleeder lines.
