Is a replacement ECU plug and play?

Since one of my friends rarely visits the forums I'll ask for him since I didn't know the answer off the top of my head.
His car had an engine fire centered around the turbo during the 2011 One Lap event and he is on the final phases of getting his car 100% again. He got a replacement ECU but is unsure of what needs to be done for the car to be happy with it.
Is there some sort of code that needs to be copied over or something that a dealership needs to do to match the new ECU up to the Evo X properly?
In the past I've read about immobilizer codes and such but obviously there has to be a way in replace the ECU legitimately when there are problems with the old one. I told him to bring it back to Rochester and have the local dealership get it figured out but there are still a few other odds and ends that need to be done once the ECU is operational.

Well I guess they want to cut down on the chop shops from moving around ECU's easily, although I would imagine it's not that difficult to get your hands on a MUT-3 Tool. Luckily the local Cortese Mitsubishi dealership is great to work with especially when they see you buy cars from them every 3 years.
This is all second hand information, but that is what I've been told.
This could definitely be FUD.

The immobilizer is not in the ECU.
Only the VIN of the car has to be written to the ECU.
I can´t believe that US dealers have to rent the MUT3. $15k???
In Europe everybody can buy one. Problem is the software and updates from Mitsu.
The MUT3 itself costs aroud 3000$
