I had to got Stage III with the EBC as I was overboosting and boost spiking with just a tbe, Cobb intake and stage II OTS maps. I would spike to 29+ psi and it wouldn't taper at the top. Pretty scary. With the Stage III OTS map I might hit 23 on a good day but for the most part it's around 22-22.5 psi.

"Stage 3" is marketing terms so it'll vary from manufacturers.

Assume stage 3 includes all bolt-ons.

I have been running the Cobb AP since 2012 on my MR, and honestly it took some time to discover but there were SERIOUS problems with the OTS tunes provided by Cobb. Now on E85 I have to have multiple maps depending on what my E% gauge reads from the pump, because there is no auto-interpolation between alcohol content. I had to create a custom program to interpolate all the parameters to make a series of tunes to handle different mixtures. So why do I still stay with it? I know the software in and out, I like the gauge info on the display. If I could DO IT AGAIN, I would just have gone OpenSource and put my time/learning into that software. I wouldn't need a collection of tunes for alcohol mixtures either. Now I'm just stubborn and old; perhaps I could pay someone to take all my Cobb tables and move me over to OpenSource.
