exactly how safe is it to do this "twist?" by adding more tension, does it not have any adverse long term effects on the shifter cables, or shifting functionality for the rest of the gears?

I only twisted 180 degree and it put some tension on it and it never rattle again. Shifter cable is being held by a spring on the outside which keep the cables pulled in direction. I doubt this will cause any long term adverse affect. In general all shifter cables will get worned out over time. This twist is not stretching the cable since it's already in tension by the spring.

I had a trip down to Florida from New York over the summer. By the time I got to VA, I wanted to shoot myself.
Below is the steps to doing this fix. Please refer to the picture above as I provide the 3 step process.
1. Pull the shifter cable off the rod. Use a flat head screw driver to help give you leverage to pry it out.
2. Rotate the cable 360 degrees as shown in that orientation.
3. Put the shifter cable back onto the rod. Open a can of beer and enjoy the rest of the week.

Since this picture is no longer available, can anyone share the way you rotate it? Clockwise or counter?
I was having a lot of trouble figuring out what to do without the pictures. I kept thinking that I was suppose to pop out the right cable under the shifter and twist it. I thought the left cable was secured by a locking ring similar to the two shifter nuts but as mentioned above, they're not secured with anything. You just pop it off with a flat head screwdriver. I can't really understand why they would design it like this but after that you can just twist it either direction, put it back on easily and it'll work.
Rattle is completely gone now and my shifting feels more responsive with less play.
