The 12V outlet (aka cigarette lighter?)............ does this have power when the key is in the "off" position or only when "on" or in the "accessory" position?

Reason: I need to know if mine is screwed up or working properly?

 

mine by the dash is only hot when the car is on.

The 12V is on IGN. It is on when in the Accessory or On position.

 

pretty sure key has to be on acc, unlike BMWs

Yeah the 12V outlet is IGN, that's my power source for my V1 hardwired so when I turn the car off it stays off
