No RS in the US. However with some work you can make it weight less than the RS model. Mine does.

true u could probably buy a regular GSR and just do weight reduction and sell everything you strip from the car, probably would work out to be a better deal then buying an RS for just a little cheaper

The Japanese RS, yes. The JDM version also does not have AYC and comes with steelies. It should be around a couple hundred more pounds lighter.

JDM RS is 1420kg, and it comes with crappy brakes, tires and 16" rims (no longer steelies like IX or older models). GSR is 1530kg. 110kg is about 242lbs difference.
However, if you get proper wheels and brakes (just like how USDM IX RS came), it is a 30kg package, which is about 66lbs.

Following are what you need to remove/replace from GSR to make it the same (they seem a lot, but apart from few major hardware most are just paints and interior trims):

HID w/ AFS
Recaro Front Seats
S-AWC, AYC, ASC
ABS w/ EBD
Colored Door Handle & Colored Heated Power Mirror, Tinted Rear Windows, Rear Heat Ducts, Stronger Battery
Phantom Black Pearl Panel Trim w/ metallic door handle, A/C w/ Metallic Trim ducts
Visors w/ vanity mirrors, Trunk trim & mat, Leatherette Door Trim & Armrest, Leather Parking Brake Lever
Rear Seat Headrest and Arm Rest w/ cup holders, Speakers (6 total), Accessories Socket DC12V, Floor Console Box Lid
Automatic Light, Rainsensor Wiper, Keyless Entry, Security System, Passenger Seat SRS Airbag
50 liter vs 55liter gas tank

Following are available as package/option/accessories on RS to match GSR:

Aluminum Pedals
Intercooler Spray
Rear Spoiler
Enkei 18" wheels, Brembo 4 pot Front, Front 2 pot Rear Brakes, Front Cross Member Bar & Lower Brace
245/40/R18 93W High Performance Tires, 2 Piece Rotors

Following are available on RS but not available on GSR (o_O):

Key Illumination, Ashtray & lighter

Following are available on GSR as package but not available on RS from factory:

Bilstein shocks & Eibach Springs

The weight difference would be the last thing you would be interested in? Isn't the whole point of the RS to lighten weight as much as possible?

There's also the fact that the RS would cost significantly cheaper.

Right - but if i'm going to give up things like power windows etc., then I think my primary goal would be to have the lightest setup possible, not just have a car that is $1,000 cheaper.

I was told when I bought my VIII that the RS did not have A/C. If I were told correctly I would have bought the RS instead.

Hi guys,
my EVO X RS has been weighted 1440kgs (3170lbs) with no driver but full of fuel, that is around 40kgs (88lbs).
According to my data, my total weight loss should be around 50kgs (110lbs) as consists in complete exhaust with no kat, tein monoflex + edfc, superlight battery, trunk strip, sparco seats (please note that original seats are thos orrible basic seats of the cheaper normal lancer), omp steering wheel and carbon airbox. All these mods make my car about 50kgs less, so a OEM RS with no A/C but with 18" rims and big brakes, with JDM aluminium front and rear bumpers is around 1450kg with all fluids but no fuel; add 40kgs for full fuel.

Comparing to a US OEM GSR, a JDM OEM RS (with 18" rims and big brakes but no A/C) its about 110kgs (242lbs) lighter and believe me it makes a big difference.
European GSRs are about 20kg lighter than the US because they have no spare rim but fast puncture repair kit and they have aluminum bumpers instead of steel.

Hope to give help

There is no way it sports steelies! A 13" steelie still weighs more than an OEM 18" rim. You are correct about the AYC delete though.
