Problem?

i was messing around with my friend today and reved my engine at him, took it up to about 4500 rpm in neutral. when i noticed the rpm didnt really drop like it should when i left off the gas. (kinda like the throttle is stuck) i pushed in the clutch and the rpms dropped like normal. i thought maybe it was just a one time deal so i did it again, same thing. im pretty sure this isnt normal? if so whats causing this problem

Normal, it's for better fuel burn, which equals better emissions.
