Car is failing state inspection
i know in some states the dealerships also do state inspections. Could you get them to perform it and then when they find the same issue they should have to fix under warranty. But like the others have stated this is a warranty issue if it is stock and failing emissions tests.
Just to make sure, have you done the following?
Drive calmly (shifting at 3000, minimal to no boost) for half-an-hour, with half-a-tank of gas, and then park the car over-night. In the morning, drive calmly for at least half-an-hour.
If the EVAP is working properly, it should now be set. If that doesn't do it, then you might as well go to a dealer, because when their inspection finds a fault and it's covered by warranty (which it has to be, by law), then they cannot charge for diagnosis.

I didn't read the whole thread so my post may be irrelevent. Your evap system isn't failing in any way. There are no codes because there is nothing wrong with it. It's simply the readiness monitors are not set. The Evap monitor is usually the last one to set. If you don't drive your car alot, had the ECU reset, recently cleared a CEL or changed/disconnected the battery, the readiness monitors will be reset and the car will need to be driven for them to set again. It's really not a big deal. Just drive it.
On the print out is the evap system the only monitor to show not ready? Im a state inspector in Texas and I dont know if its the same in other states but if your car should pass if only one monitor is not ready. But if 2 are the not ready status then usually we drive them a good distance.
Good idea, at least on first look. So, the next step is to cross-match the list of Mitsu dealers with the list of RI Inspection Stations. Oh, bummer. The intersection of these two sets is a null set. Maybe not such a good idea, after all.

2. That if you turn the car to "On," the CEL will display as it should but it doesn't mean there is a problem with the car...if you actually start the car, the CEL goes away

I'm new to the EVO seen but I used to take my Mustang Cobra to a guy in Warwic, RI for "Dyno day". I don't remember the name of the shop but when I Google "Dyno - RI", I come up with Karl's East Coast Speed in Warwick. If he does inspections, he might be able to help.
How long does it typically take for the EVAP to cycle through to ready status? I have an VIII but I'd imagine the systems are fairly similar. My car isnt throwing any codes but I cannot get it to go to ready status.
I don't have a stock bcs solenoid hooked up currently and Im told that is linked with the EVAP system. So im hoping that is my issue and once I hook that up, it will flip. Is this indeed the case or is it simply not flipping because it hasnt been driven enough?
