Intake, full exhaust, tune. I'm assuming you don't have a warranty if you are trying to do power mods. Also, go ahead and get a PVC catch can.

What's your suspension set up? I'd concentrate on that and get some new brake pads(if needed), and sticky summers.

Intake and/or exhaust. The fact that you said including labor is a killer. Most places you find charge an arm and a leg for evo work
