Big (huge?) fuel consumption (Too rich in fuel?)

Hi all!
Happy evo x SST new owner - bought it a couple of weeks ago.
The situation is as follows:
The car is tuned and is supposed to have something like 420-440hp. It has a hybrid turbo (stock housing, a bit bigger internals), cosworth cams, injectors, IC and full aftermarket exhaust - decat. It is my daily driver but I also use it in time attacks.
The previous owner had it tuned by a tuner using ecutek. The tuning must be safe (i tracked the car hard and it didn't break on me ), but I have the suspicion that it is too rich in fuel and it has definitely a huge fuel consumption. Whenever I don't drive it absolutely lazy, it smells something between a gas lamp and an oil stove and the median consumption rises to 16-18 l/100km (14.5-13 mpg). When I really push it the consumption is much bigger - in the track the median consumption was more than 40 l/100km (5.5mpg), with the half distance driven on track been cooldown or warmup laps. Fuel consumption while commuting in the city is approx 20 l/100km (11.5mpg), although I drive absolutely lazy and shift at 3k rpms or less. When I drive in the highway absolutely lazy (~3k rpm) the consumption is somewhere at 13-14 l/100km (17mpg), which I find almost "normal".
I understand that strong cars are fuel thirsty, but the evo9 that I used to have, which was also tuned (but with stock turbo and stock cams), had a much lower consumption when driven conservatively (eg in the city the consumption was better than 15 l/100km [16 mpg]). I mean strong cars consume a lot when you are using their power - when you just crawl around the consumption shouldn't be huge, isn't it so?
I don't know if the cosworth cams play a role in the huge cunsumption in the low revs in the city..
Anyway, do you think these consumptions are too big? Could this consumption be the sign of a poorly tuned car? A car that has been tuned too rich in fuel? What role do the cosworth play?
Thanks a lot for any replies,
Basilis, aka tsapi

Any tuned up car really needs at least TWO gauges. BOOST and AFR (air fuel ratio). With the AFR gauge you will be able to SEE that your car is running a 14.7:1 ration when cruising and when WOT you will be able to get an idea of how rich you are running. From the factory these cars run pig rich as a way to ward off knock and to cool the engine internals. That is right, fuel is used for cooling. Your MPG of 13-14mpg sounds about right honestly, as these cars are low compression and not exactly fuel efficient. You can also plug in an OBDII bluetooth adapter, and put the TORQUE app on your cellphone. Then you can actually see what the ECU is doing for STFT (short term fuel trim) and LTFT (long term fuel trim). Seeing where those are running will get you an idea of how OFF the tune is on your car. Hope that helps.

Indeed you need AFR gauge, remember to get one with wideband O2 sensor.

I use this one: https://www.innovatemotorsports.com/...-kit-8-ft.html
