Would a new one be worth it? I mean, the way I figure it, I can save atleast 5k or so going used '05. Thats a nice chunck of change to start modding on...

I think so. I traded my VIII in for a IX and it was the best move I ever made.
Don't know yet if I'm getting rid of the haha. If I did, it is because my little bro wants to buy it eventually, so I would still have it at my disposal if I felt the need.
Guess it is time to get a few test drives in!

Edit: '03 and '04 RS's did not. '05 I'm unsure on.

'03: No RS
'04: Rs comes with air
'05: Rs comes with air
Evo IX's in US follow suit from 05.
The 05 and 06 models have the active center differential, front limited slip differential, and bigger turbo hotside. That is a considerable improvement over the 03 and 04 models.
The RS has air conditioning, but it doesn't have power windows, power mirrors, or keyless entry/power locks.
The 5-speed tranny is stronger than the 6, but that will probably only make a difference for you if you are taking it to the track, which I highly recommend!
Happy shopping.

I love my 05 but if I was gonna buy now I'd get an evo 9 graphite gray gsr thats the sexy shizzle. and to answer your question its worth it to by a car like this new for sure cause you know the person before you beat the livin 8888 out of it if they knew they were just gonna sell it

Look at it this way ... Evo IX + TBE + Flash > Evo VIII + TBE + cams + camgears + tuning. With an IX you don't need to modify much of anything to get more WHP and you'll have no questionable history to deal with.
