I think your fine at 21psi, but I wouldn't turn it up at all. I wouldn't want to take a shops word on what boost i'm running either.
Get a boost gauge, TBE, intake and a tune ASAP

i wouldn't suggest turning up the boost on a stock car...i would get a boost gauge asap so you know what your boosting and turn it down...i hear stock evo tend to knock a little and now your forcing more air with no additional fuel...do what i did i have a intake and hallman MBC and a tune by 4 wheel slide! 35 whp gain! and no knock! get a tune man it will be very much appreciated

Personally i wouldn't even touch that thing until you have a boost gauge. Your playing with fire if you do...

youre fine some stock evos spike as high as 23psi youre just fine my boost is at about 26psi and tapers to 22 and i have a stock engine with the mbc you wont have to worry about the stock solenoid limiting you im not sure how the stock lines affect you though DEFINATELY get a boost guage if youre going to change it.

Actually, I would say you need to get a tune at the very minimum. I know some Evo's boost a little higher than others stock but some also knock quite a bit stock. Especially if you have Cali 91 **** fuel or any other state that uses anything other than 93 octane (for stock applications). As a minimum, I would say get a Walbro and a tactrix cable so you can log it and "see" what is going on. Evo IX fuel pumps are better than VIII's but the fuel pumps are so cheap, why not? Let me know if there is anything I can do for you.

Knocking..... valves knocking, lifting, not synching. Get a wahlbro 255 fuel pump. That is the #1 aftermarket fuel pump used on evos. I'd get that and definitely a boost gauge. I have an electronic boost controller / reader you can HAVE if you pay for shipping.

You need a boost gauge, a tune, and other bolt ons.

and you do not need a better IC for awhile.
