Compressor surge is when the air pressure after the compressor is actually higher than what the compressor itself can physically maintain. Turbo flutter is made by the wastegate at partial throttle and it sounds like that cause the wg is opening and closing rapidly at boost levels near the spring pressure.
So I accidentally found out how to do what the OP is looking for. My car came to me with a turbosmart BOV. Sounds like a ricey BOV. I recently switched to speed density and thought to make myself a mafless intake. I spent 12 dollars at lowes for a 3 in PVC pipe and two couplings ( one to turbo, one to amsoil filter). The result? It sounds EXACTLY like the supra/evo on the first page. At first I was like "dafuq?", but then a thread from an old dsm forum explained it. Because of the thickness and the hardness of the PVC pipe, it changed the accoustics. It acts like a trumpet. I have a VTA BOV btw. Best intake yet, I feel it spool a little faster now too. Flame posts incoming in three...two...one....
I had a 93 Eagle Talon with the stock BOV. I was debating on going with something aftermarket like a HKS SSBOV or some other BOV with the loud "swwwisssshhhhh" sound. I found out that the stock is really good at holding the pressure. Verdict: If you want others to look at your car then go aftermarket, if you want cheap reliable function without as many stares then go with the stock one or an aftermarket similar to stock.
