Does anyone else feel as if the EVO isn't that fast? I was expecting for 35k a little bit more without modding for a while? The 2015 STI seems a bit faster in my opinion.
This^. The car really wakes up after a tune. It's set pretty rich from the factory. A 300hp car is not going to "feel" that fast to begin with. Give it some more boost and a better tune and you'll be smiling a little bit more.
Lap times tell you how fast you are.
A bad handling car will feel faster at the limit. When it is not fast.
A car with excellent handling will be smooth at the limit and be easier to drive. This will fell slower when it is faster!

Yes. As has been stated, it really wakes it up. The Cobb has other features that make it worth it, so it's not just $500 for a tune. It's a bit more than that.
Here's a site with a nice feature list: http://www.maperformance.com/tech/co...3-the-rundown/
It kind of sucks having to throw another $500 at the car, but you just dropped $35,000+ on it, so really, what's another $500 to increase the performance a noticeable amount?
Also yeah the evo doesn't FEEL fast. When I picked it up for the first time I was heading home and was wondering why everyone else was going so slow, was passing like everyone. Looked down at my speed and I was going >100. Whoops. Accelerating doesn't really "feel" fast either, but I time it and it is fast.
The lower to the ground you get and the wider the car gets the less you feel speed. I drive big trucks (semis) and in those even 45 feels really fast a lot, in the Evo I do 80+ around the same curves and it feels like I'm just strolling around the bend, it doesn't even bat an eye at it.
Most people that didn't have a performance or modified car before associate body roll with fast. The issue here is the evo comes stock with anti-sway bars, etc. This makes it not feel fast, but it is fast. A pickup truck is higher off the ground and has a lot more body roll, so you really feel the G forces in it because your other senses are picking up the body roll. In the Evo you only really have the G forces (for street driving, at least) so your other senses don't pick up on anything else. That makes it feel slower. If that makes sense...
If you want it to feel fast in every way, take it around a corner sideways. Then it'll feel fast. Don't do that on a public road though *cough*
Edit: Also, if you were shifting early that could be it too. You need to shift at very high RPMs on a stock tune to really see it wake up. You don't have to red line it, but you need to get pretty close. About 1k RPM away, if the red line scares you. For when I want a fast acceleration for the fun of it (fun casual driving) I usually take it to about 4.5-5.5k. For boring casual driving (in traffic driving), I shift at 3.5-4k. ymmv
