blipping the throttle

i wondered too, but I think its when you tap or slightly hit the gas to get to rev to a certain RPM.

Its a quick tap on the throttle when downshifting to match the RPMs of your engine to the lower gear.

Its also part of the heel-toe braking technique.

Blipping or stabbing. It's just a quick mash on the throttle rather than a smooth push. Like PDXRalliart said it's used mostly to rev match when downshifting.
