PFC and OBD2 Emissions Tests

I'm looking at an 8 with a PFC. The owner says it will pass a NJ emissions test. All they do in NJ for inspection is plus into the OBD2 port. No tailpipe. Will the car pass this test with the PFC? Thanks.

No will not pass. No obd connection on it.

Thanks. I really don't understand why people making low-ish power swap ecu's instead of getting a flash.
