is there any way the lancer can drop 19 psi at 3500 like the evo with RRM's turbo kit and a changing of the internals, and of course other mods

Anything is possible with enough cash. Is it worth it tho? NO not in my opinion. Even with the kit I would be hard pressed to put that kinda stress on this engine even with upgraded internals.

I don't think 19 PSI would be a problem, but you'd essentially rebuilding your entire engine from pistons, con rods, valves, valve springs, cam, cam gear...well...if it moves, you're changin' it most likely. Doable? Yeah, I don't see why not. Smart? No, not really.

EDIT: Oh yeah, and I forgot serious decompression to the tune of mid 8's:1.
