What accounts for the 9hp loss in the pzev engine?

I would assume it is something simple like an added cat. It just seems like a 9hp loss on a 152hp is quite a substantial loss from just a cat.

They might adjust the timming and run the engine a little more lean to get the ultralow emmissons. By the way, I am happy I live in a red neck state and get a little more horepower
