i have a lancer es and i want to run a in the 13s what should i do

Yeah, because $500+ monthly payments are easier than $300 plus parts when you ahve extra money.

my guess is that it will take a bit more than 300 in parts. its gonna take 300 in parts every month for 2 years, by then you could almost pay off an evo with a good enough down payment.

go turbo, then every intake/exhaust addon you can get, forged pistons, rods, new clutch and pressure plate, and you should be around 13's

RRM Turbo, RRM Throttle body, RRM Intake manifold, RRM Headers, RRM Test Pipe, Greddy Catback or any Custom Straight through catback, Low compression forged pistons, Rods, Clutch with pressure plate, RRM Turbo ECU, and a whole lot more...

Or if u have a magic money tree growing in ur backyard, try to find out how to drop a new motor in the Lancer.

i have the turbo, boeturbolancer has all these and more and does run deep into the 13's

Figure roughly 10grand to do this.
