Fed cars are legal in Cali. Mitsu only sells PZEVs in Cali because it helps them reduce the pollution average across ALL their cars sold in Cali.... make sense? Cali basically sets up a pollution quota that the auto makers must meet. How they meet their quota doesn't matter. So, if Mitsu sells some gross polluting 8000lb SUV then they need to ALSO sell something that barely emits farts to bring their AVERAGE to under their quota. The easiest way for them to do that in Cali, is to make ALL 2.0 Lancers PZEV. It makes Mitsu look like a responsible company to all the hippies out here.

In short, just know that if it's a PZEV car it will say it on the sticker. It has to.
If you live in PA, you should be able to get a Fed spec car. You can tell if it says Cali spec (Pzev) or fed spec on the window sticker, or by popping the hood and looking at the engine code. The FED spec one is the better one to have because it has 9 (I think its 9, 143? vs 152) more horse power and 10 more torque. The reason the fed spec has more power is because it has 1 less cat so it isn't as restrictive, but it also is bad for the environment. If you want a green car, pzev is the better one to have lol

There was a post on these forums that I saw at one point that said if you have a pzev or fed spec car. I can't remember nor find it. But on the passanger side open the door and there is a metal plate that shows color code, and the code that is used to determine pzev or fed. I can't remember what the code was either, but its on these forums somewhere.
