Asking all Lancer owners with paint issues to please read.
thunder grey no problem, I agree if you have orange peel or paint fade the dealer should look into it, but as far as stone chips I say no.
If you get a chip in the winshield not a dealer problem right, if you don't want chips on sideskirts buy mudflap.

2002 black lancer oz: it is bubbling,chipping and rusting on the hood and there are little bubbles here and there. Oh and there are sratches all over the car that i was told was from using a cotton. ( even under the wing)
Paint Chipping
I own a 2003 OZ Lancer with 4800 miles on it. Paint chips on the hood, and fenders. Also a few along wheel wheels. Mostly from rocks flying up on highways. I wash my car every chance i get which is usually every 1-2 weeks. I wax my car every 4-6 months with meguires gold wax. So as you can see I try and take really good care of the exterior of the car. Hope that was descriptive enough for you.
2002 OZ lightning yellow...around 2k miles i noticed paint was chipping/fading green along the side skirts. Dealership repainted. Also paint is very easy to chip on body componants (bumpers, sideskirts) no primer! 
EDIT: OZ pieces, door handles, mirror housings, and spoiler are a different shade of yellow from the rest of the car.

2003 White Lancer OZ... Paint chipping on the front bumper, side skirt, inside the back passanger door, chip right behind passanger door that is rusted, bubble in my grill...i think that is it. They are everywhere
