Foam on the intake scoop?

I was just filling my windshield washer and I was just wondering about the scoop that brings air to the intake. There's a piece of foam that is sort of glued on there, and was wondering if this is normal or if I should take it off? Didn't really notice until now since it looked like it was normal. Wondering if this affects the performance of the intake since only half of scoop looks like its scooping air.

I didn't have a picture, so I just posted one from cardomain. You'll see the foam right at the front of the scoop.

Any info would be great!

btw...this isn't my car, and i've just checked a couple of other lancers on cardomain. So, I'm pretty sure i'm not the only one that has this foam in the front. I guess the good thing about it is it keeps less dirt or water from seeping in, but the downside would be that it doesn't scoop as much air

The scoop fails to help at all... foam or no foam. Remove the scoop alltogether.
