Since most you people have never seen either car I'll enlighten you with some first hand experience
Having driven a R34 and an Evo7 here's what I can say.
The GT-R is ultimately the faster car, with superb handling and awesome acceleration. The ride is relatively easier than the evo, but still stiffer than an E46 M3. I'd say that with the limiters removed, the Evo will only be able to hang with the GT-R up to about 110 mph, then the GT-R is gone. The GT-R is also so easy to tune it's sick. Bam ECU swap = 360hp. Bam + exhaust swap = 400hp
The Evo is obviously a car tuned for being fast at lower speeds, since it's from the rally car family. It might even be quicker than the GT-R off the line. The car is much more of a nervous ride, bouncing you around, it's lightning quick steering keeping you alert (a couple of degrees will send you into the next lane). The throttle is also more edgy, giving you cramps for trying to control it. The evo obviously feels lighter (altough the 7 feels heavier than the 6) and more nimble than the GT-R on narrow twisties, but isn't quite as stable at higher speeds. Tunablilty wise, you can't do as much to a 4 with single turbo than you can to a 6 with twin turbos. Still the Evo is plenty tunable, and you can quite easily get into the 400s.
If you put both car on a track the GT-R will win almost every time (let's remember the R33 did the Nurburgring Nordshleife in less than 8 mins) but on the streets the evo feels like the quicker car (highways excluded).
There, that's my $0.02. And I voted for the GT-R

The R34's aren't nearly as expensive in Japan. Keep in mind how much Motorex has tacked on. Any Evolution would be a better value, but who can resist the allure of a beastly Skyline GT-R? Certainly not me.
You can buy a GT-R @ Yokosuka for about US$9K, maybe even as cheap as $3K, depending on the situation, but remember, it's been driven by about 20 other people, so there may be several strategically positioned "questionable" crust-like stains on the upholstery.
