Comparative Performance of EVO vs WRX STi
If you believe all of the test data being published in Motor Trend and Car & Driver, I don't think the horsepower on the EVO can be greatly overstated. To run a 13.08 or 13.6 whichever mag you believe, requires over 300 flywheel horsepower for a 3260 + lb car. Is there reason to believe that there was a "supertuned" EVO used in those tests?

On our Dyno Dynamics dyno, stock EVOs put down 195-205whp. STis, tested under similiar conditions on the same dyno, put down 215-225whp. Stock EVOs w/XEDEs (Stage Subzero) typically put down 215-220whp. Stage Zero EVOs have been putting down 230-235whp. Stage Ones are making anywhere between 245 and 255whp. All numbers on 91 octane and off our dyno. Other dynos will read considerably higher.
