To reiterate for everyone, this makes any of the following combinations legal for passenger vehicles (SUVs and pickups with non-factory rear tint have to wait until January for an clarifying bill/rider to be introduced):
Now we just need similarly sane laws passed at the state level for exhaust noise (something that can be measured, not a subjective "too loud for conditions" law like a lot of localities have).

- No tint on the front windows means you can have anything you want on the back windows. Same as it was yesterday.
- As dark as 50% on the front windows means you can go as dark as 30% on the rear passenger windows and back window.
- As dark as 35% on the front windows means you can go as dark as 35% on the rear passenger windows and back window.

Now we just need similarly sane laws passed at the state level for exhaust noise (something that can be measured, not a subjective "too loud for conditions" law like a lot of localities have).
Yes, very nice...I can finally legally get some tints, but now the question is, what brand/type? Some quick research finds a ton of information. Since I never considered tinting because of the law before, I just don't feel like wasting time researching window tint. 
I know there are kinds that interfere with GPS/radio signals, some that block solar radiation better, etc, etc.
How about people that have tints already give some recommendations? Are there any tints that meet these specs:
1. Black/charcoal colored - I have diamond black Volks on an EB, so Iwould want black tints to somewhat match.
2. Minimum to mild reflectivity
3. As good as possible solar radiation/heat blocking
4. As good as possible visibility from inside the car to out (for best possible night time viewing)
5. No interference with GPS/radio/cell phone signals (no metallized tints)

on topic, i have back windows tinted and i'm fine with it (fronts aren't a necessity) .. cops should be fighting crime rather pull someone over for tints..

Bringing anything up on a phone isn't going to help. What I would do at this point is try to find out when you can come in and talk to the patrol Sgt and bring along the printout of the bill and status from the website, the URL which it is accessible at on an IL govt website(maybe a few sources discussing it), and contact information for those who sponsored the bill. If that fails I would request to speak to the captain(which they probably wont let you), then I would file an OPS report against the SGT and the Patrolman. Document every step of what happens for when you're going to fight it in court.
i think ill just print out the bill status and mail it in with my ticket. the only think i dont know if i shoud still include the money or not? bc i dont want to be late on it, since itll go from $50 to $100 fine

It won't be incorporated online into the Public Act until early next week, and there's paperwork that needs to be done before it hits the system the police use for statute lookup. It's legal, but the cop on the side of the road probably won't know it yet unless he has a personal interest in it.
Think of it this way: you're a cop, you pull over some guy for doing 50 in a 35, and he hands you a printout of some website that looks like the IL General Assembly website, which says 50 in a 35 is legal as long as you're driving a Toyota Tercel.
Perhaps you could understand why he might not take you at your word, and might want to verify against the system they use first, and, having seen that his system says "no tercel exemption", proceeds to issue you a ticket.
You still have the option of going to court over it, and the judge will most likely throw the case out.
