...its better than nothing...my celica was 50 all around...worst part was driving around in the cold weather with the windows down to avoid being pulled over and yet i still couldnt avoid it...all three times by lake county cops...i dont like them one bit!
I'm really not sure what I can do to convince you, other than to suggest that you read the full text again; perhaps the adjustments to the language of the bill in the Senate will make it more clear? Specifically, read section (a-5), which spells out in disgustingly fine detail the percentages of tint that are permitted on the front side windows for any vehicle.
The "petty offense" issue that you originally posted about is specifically with respect to subsection (g) window treatments (ie. "murdered-out"); if you install 25% tint all the way around for someone without WT plates, you're going to get fined, but if you do 35% all around, there's no problem. The text was also amended along the way to no longer require installers to retain medical documentation from the vehicle owner, and now simply have to verify the WT tags.
Can you call out specific text in the bill that you think makes it problematic? I'm sure the bill's sponsor would love to hear your concerns, if you think the current language doesn't achieve what they were shooting for, and if I've been reading this incorrectly, I'd love to hear it too.
It's not too surprising, though; it took almost exactly 30 days to go from "passed" to "sent to governor", which is exactly how much time is permitted. So, I wouldn't be too surprised if this didn't get signed until late next month.

Nope. I've been keeping an eye on another related piece of legislation, and we're quickly approaching the 60-day mark for it, so we should be able to see soon if this is just a case of stretching it out to the last minute.
If the 60 days come up and he hasn't signed it or vetoed yet, it automatically becomes law.
It'll probably be packaged with that new no texting while driving bill, as most related laws/constitutional changes tend to be lumped up together into a larger piece.

Front tints being illegal is nothing new, people have been getting tickets for it as long as I've been driving. If you're rolling around with front tints you have to expect that at some point in time you're going to get a ticket for it.
