You are required to have a cat at all times ,but most state inspectors do not even check for the cat to be installed. so as long as your c.e.l. is not on you should be ok

Had the guys at the Valvoline lube that did mine look under it a few times and never said anything. Finally got mine passed. Like I said, I keep throwing a P0137 randomly.
