I have heard of this happening a lot with the Greddy boost controllers. Wastegate alone will usually run around 12psi I believe. Is it possible your solenoid quit working? I would also check for a major boost leak and make sure all your hoses are where they are supposed to be. If you cant find anything then I would hook the stock solenoid and hosing back up to see if you can build boost.

Hope this gives you some direction!

Check the upper IC hose and BOV seal - most common places for a boost leak.

Check to make sure all the vacuum/boost connections are secure. If they are, then the solenoid in your EBC has died.

it's not a boost leak

the wastegate actuator alone(no Boost control solenoid) will push 11-13psi....you most likely have a problem with your electronic boost controler
