Well if its not something mechanical I would definately point my finger at the alarm. That splices into the factory wiring harness and Compustar aren't the easiest alarms to install. If there was a hack job install done that could def be a problem. Peak under the dash by the steerin column and see if theres any bundles of wires or just wires hanging...might find something.

No its not. Evo's came with sunroofs in 03 as an option if thats what you are referring too. It would have leather door panels too if it was SSL which it doesn't.
