2)- The cops were so ticked-off at the damage to that Honda that they wanted to dispatch a canine unit to track these guys, so they are certainly motivated to have this stopped...none of the canine units were available at the time. What needs to change to have these types of people prosecuted?

As far as cutting down on car theft, it doesn't seem like a priority. King County generally won't prosecute anything under $10k, which most of those cheaper cars are. But people that steal multiple $25-50k cars, I don't know if it's a manpower issue or what, but it just doesn't seem to get prosecuted. I think the mentality of most people is that they get the insurance payout, a new(er) car, and life goes on. People like us that put a lot of time and effort, and in many cases money, don't see it that way though. We never recoup our losses if a modded car is stolen.
What? They'll actually look put together instead of trying to act like they're not freezing their *** off?! Haha. Lucky them. We need to all get together and meet up for pics before we all pile into DD cars!
