Looks like something crank case ventilation wise.
the black hose is in an awkward spot to get a good idea of what it could be.

 

i think itis just going under the plastic cover does not look like it is connected to the crank case or valave cover.
at firts glance i though they were recharging the Ac, but then i swa the mini filter...i am baffled still.
