Is there a torquing sequence for the valve cover? Does engine need to be started after torquing, then retorqued when engine is cool?

No sequence of events, I would start from the inside and work out and then make a second pass to be sure they were all about the same pull. No retorque needed. you may want to check it in a day or so, but gaskets tend to swell a little so you should be good.

What are the torque specs for the exhaust component like the downpipe, Catalytic converter, midpipe, axleback etc?

Can someone share torque settings for 2.2L Cosworth stroker kit (Crankshaft & CR)????
I ask them and they do not supply any values!!!

Its likely, Cosworth would refer all torque specs per the manufacturer

This was taken from the manual. 18ft lbs. Not sure what you meant by CR? Please double check this info
