im a state inspector and can fail it for no cat. there is the computer test and there is also the safety portion as well. which includes checking lights, EXHAUST, brakes, etc. shops that have been fined before are usually more cautious about passing a car with no cat. the cel is only have the battle. jut letting you know. not trying to burst your bubble
