Since I am not the most familiar with HID kits, my question is since I have a evo X that does not have factory HID's installed, is there a way to install HID's? Sorry to be such a noobish question.

Sure

You have two choices for the 9007 (hi/lo and bi-xenon)
hi/lo means your low beam is HID and high beam is Halogen because this bulb type has two bulbs in one bulb base to go from low to high beam.
And the bi-xenon means both your low and high beams will be HID.
