If the abilities of the tuner are the same, then I would agree with that statement. However, we all know that there are ****ty tuners, good tuners, and the best tuners. I'd rather pay more to have the best tuner tune my car. I have no idea what James' tuning abilities are, but I would imagine they are at least good. If they are ****ty his business won't last 6 months. If they are really good, then he can develop a "sort of niche" tuning shop here in SD and has the potential to make some loyal/happy customers and make a good profit at the same time. 
But your idea on who the "best tuner" is is all relevant. If there was a single "BEST TUNER, " then why are there so many people running around with X, Y, and Z tune? It all comes down to what's good for that individual based on a variety of factors (i.e. accessibility, price, reputation, name, the list goes on...). I'd be willing to roll the dice and give him a shot before driving up to, say, Tuning Tech only to drive back down to San Diego (lower elevation), to have the tune be off
For those who care...
There is a local tuner shop in my area that specializes in custom fabrication. They have worked on my S2000 numerous times thus far--from de-installing/re-installing my turbo kit to making one-off pieces for my car. Since I started using their services, they have been urging me to have them build me a custom intake manifold. They showed me pictures of other intake manifolds that they had made and I was very impressed. Well, about three weeks ago I pulled the trigger and had them make me a custom intake manifold, as well as a custom fuel rail.
For this particular project, they decided to reuse the OEM flange and intake runners because: (1) it would take some time (and more money) to have a custom CNC flange made and (2) the OEM intake runners are actually very good. The biggest problem with the OEM intake manifold is its small plenum size. So, they removed the OEM plenum and designed a new one. They also removed "waste" material from all over the intake manifold itself, and deleted the coolant ports. Furthermore, they relocated the vacuum ports to underneath the intake manifold so that the various vacuum lines would be less visible. Anyways, here are some pics of the manifold and fuel rail:








These pictures do not do these items justice! If you were to see these two items in person your jaw would drop. There are a few things that need to be cleaned-up on the IM before it can be used, but overall I am VERY pleased. This intake manifold is sure to make some nice gains on the dyno! Unfortunately it won't be until CY2009 until my S2000 breathes again, so until then I have obtained one my piece to the puzzle.
