Not true.

With 100oct you will gain some power ... how much I'm not sure ... the ECU will see a difference with the 100oct and will make adjustments to your timing for it and will increase in HP. I filled my new IX up with a full tank of 100oct just to motor around the other day and def could feel a increase in power. Your not going to see a 30hp gain from it like guys with mods would but you will feel a difference in how the car runs.
