They are Swifts for the RA, not Evo. Just arrived, actually. FYI Canadian consumers buying from private seller in the USA: $125 asking price, about $70 shipping via UPS, the rest GST and border fees. Total cost to me $250 or twice the asking price. Still a good deal for Swifts.
FYI, I see on kijiji in Ontario there is a newish ad for a full set of Eibach's for our RA, some guy asking $125.

I'm late to this party and I see that Smike's already here (he bought my RA last year) but I'll post anyways.
The Tein S-techs may suck for Evos but really they're among the best option for the Lancers/RAs without going to coilovers. I autocrossed my RA extensively using S-techs, a Progress RSB, and a rear tie bar as my primary suspension upgrades and had quite a bit of success. Depending on the corner and momentum, the car was always either neutral or had a tendency to oversteer, which made it *very* nimble. Takes some practice to drive it well, though, as Smike has learned a few times. The car won't hesitate to spin on you in a heartbeat
